The Math.NET Numerics project has put up a $1000 bounty for a build script that automates building a combined ATLAS/LAPACK library for Windows. One "catch" is that the resulting library cannot depend on the Cygwin runtime. See http://www.fossfactory.org/project/p250 for details.
