我运行java application 程序是对的，但就是运行jsp程序时出了问题.我也不知道是什么错误

Then you need add tools.jar and rt.jar to your classpath, your problem will be solved.
Tomcat needs them.

thanks,it is indeed such problem ,
when i get the JDBC Driver to the path(common/lib),the program can execute successfully .
