I am interested to develop a windows plug-in which performs the following:
 
1. This plug-in will function like a daemon
2. When it is installed into the Windows OS, it will "listen" to the task manager's activities
3. It will compare the programs being called against its internal list and take the pre-defined action sequence 
4. One of the pre-defined action is like this ....
 
if IEXPLORER.exe is launched and the IEXPLORER.exe name is found in the plug-in's register, the plug in will do the following:
 
- launched an full-screen Internet Explorer window that cannot be closed or minimised
- lock the task manager console so that it cannot be accessed by hot-key action (ctrl-alt-del), this will prevent anybody from closing this window (the window can only be closed via a secret hot-key sequence predefined within the plug-in
- The Internet Explorer window will be "hardwired" to a specific pre-defined URL specified within the plug-in
- The plug-in continues to "listen" or "poll"  to take orders from the pre-defined URL, 
e.g. 
URL tells the plug-in to close the Full Screen window and the Full Screen window will be closed by the plug-in.
URL tells the plug-in to shutdown itself and the plug-in will shut itself down
 
The plug-in should have the following features:
 
1. Installable in Windows OS and It will be the first to run once the windows is started up
2. To have an admin password entry for the administrator to add/delete/rename the .exe list
3. Allow the administrator to add/delete/rename the predefined url (as discussed above)
4. Allow the administrator to determine how many times the plug-in will be used within a day
5. Allow the administrator to design a secret hot-key sequence where it can be disabled
